The resulting risk posture is therefore ‘Guarded’: significant threats exist, but coordinated investment and preparedness measures can still bend the trajectory toward resilience if executed swiftly.”
Proposed action
1. Fast-track EIB financing toward high-impact decarbonisation and adaptation projects with measurable 3-year milestones. 2. Establish an EU-led cross-pillar task force linking scientific monitoring (machine), operational readiness (mechanics), public engagement (mood) and funding (map) to ensure real-time feedback and course correction. 3. Expand support programmes for the most exposed regions and sectors (e.g., West African agriculture, U.S. heat-affected municipalities) to prevent secondary humanitarian and economic shocks. 4. Review progress quarterly; escalate to ‘High Alert’ posture if extreme-weather frequency or funding delays exceed predefined thresholds.
