Convergence path: The economic aspiration (machine) is conditional on the climate-adaptation and decarbonisation agenda (map & mechanics). Foster cross-border technology collaboration on AI, digital ID and clean-energy value chains to accelerate scale and lower costs. 3. Engage civil society with behaviour-change campaigns (Earth Hour-style) to keep societal momentum high. 4. Establish regional science-based monitoring systems (early-warning weather services) to translate trusted data into policy. 5. Track execution milestones annually; upgrade risk posture if financing gaps or political reversals emerge.
